Start by sauteing the onion, garlic and chilies in a large saucepan, adding cumin and oregano to taste while stirring. Stir in the black beans once the sauteed items are lightly browned. After the beans, add in a little bit of water, some vinegar and the tomato paste. Continue cooking for about 10 minutes.
Individually heat the tortillas directly on a gas burner, electric burner or grill. Heating or toasting the tortilla brings out its natural wheaty, nutty flavor.
Finally, spread the black-bean mix over the tortillas, roll them, slice them into 3-inch lengths and eat. Serve with salsa and low fat sour cream.
